KWEKWE – Minister of State for Provincial Affairs and Devolution for Midlands Province, Owen Ncube, on Thursday commissioned a new office block, four utility vehicles and handed over 43 motorbikes to councillors at Zibagwe Rural District Council, saying the investments will strengthen service delivery and improve local governance.
The commissioned assets include four utility vehicles valued at US$140,000, an office block worth more than US$27,500 and 43 motorbikes procured at a cost of US$60,000 from the council’s internally generated revenue.
Addressing government officials, councillors and community members during the ceremony, Ncube said the investments align with President Emmerson Mnangagwa’s “No Compromise to Service Delivery” agenda and the National Development Strategy 2 (NDS2), which prioritises infrastructure development and improved public service delivery.
“It is indeed a befitting honour to address you as Guest of Honour on this special occasion of the commissioning of Zibagwe RDC’s four utility vehicles valued at US$140,000, an office block worth over US$27,500 and the handover of 43 motorbikes to councillors procured at a cost of US$60,000 from internal revenue,” Ncube said.
He said the additional vehicles and motorbikes would enhance mobility for councillors and council officials, enabling them to monitor development projects, engage communities and improve access to public services across the district.
Ncube urged local authorities to strengthen financial management through efficient revenue collection, accountability and transparency to sustain infrastructure development and service delivery programmes.
He also highlighted the Government’s Citizen Engagement Score Card, a digital platform designed to allow citizens to assess the performance of public institutions, saying it promotes greater accountability and responsiveness in governance.
The minister said the recent signing into law of Constitutional Amendment Bill No. 3 would support the implementation of government programmes and accelerate national development initiatives.
“The Bill is not a simple appended signature to a statutory document, but a seal of confidence by investors and the people of Zimbabwe in the delivery, acceleration and completion of tangible and impactful programmes and projects by 2030,” he said.
Ncube also reiterated President Mnangagwa’s call for disciplined leadership, constitutionalism and effective governance, saying public officials must remain focused on implementing development programmes that improve the livelihoods of citizens.
He said the Midlands Province would continue rolling out community development initiatives, including programmes in Mbizo, as part of efforts to ensure no community is left behind.
The commissioning forms part of the Government’s broader devolution programme aimed at strengthening local authorities, improving infrastructure and expanding service delivery in line with Vision 2030.
